Add tracking prompts

Save explicitly user-requested exact prompts for recurring tracking. Active prompts become eligible for the next automatic worker check, which uses paid provider requests; this call itself only saves them. Set active:false to save without scheduling checks. added is the total new prompts; activeAdded and inactiveAdded partition that total. savedForLater is a compatibility alias for inactiveAdded, never an extra count. Deduplicated retries are safe. At most 100 active; overflow saved inactive for later. Does not alter the automatic baseline. Requires automation permission.

These are called prompts in the product. Active prompts become eligible for the next scheduled check. Adding one does not itself run a check. Use active: false to save it without scheduling checks. savedForLater is a subset of added, not a second count.

Working safely
For an identical retry, reuse its idempotency key. If the saved state changed, read it again and prepare a new request. An operation that is queued or running is not complete.
